What a Garage Door Safety Inspection Covers
Two checks take five minutes and tell you a good deal. Pull the emergency release, lift the door by hand to about waist height and let go. It should stay where you left it. Then close it with the operator over a flat length of two-by-four lying on the floor across the opening. It should meet the wood and reverse.

If either check fails, that is your inspection result and the rest is diagnosis. If both pass, what remains are the risks you cannot see from the floor: strands starting to break inside a cable where it wraps the drum, a hairline crack in a spring cone, a bearing plate slowly working its fixings loose.
Operators Older Than the Entrapment Rule
Federal safety requirements have called for photoelectric sensors, or an equivalent entrapment protection device, on residential openers manufactured since 1993. A lot of Waukegan housing is old enough that units predating that are still in daily service, particularly on detached garages where the opener was never anybody's priority.
If there is no small sensor mounted a few inches above the floor on each track, the door has no way of knowing anything is beneath it. The two-by-four reversal test is then the only protection left, and on a worn operator with drifting force settings it is not reliable protection. On the operator: travel limits, force settings, both entrapment tests, the manual release, remote and keypad function, and the wall control wiring.
Everything found gets sorted into three groups. Unsafe to keep using. Likely to fail within the year. Cosmetic. You are told which is which, in those terms, rather than being handed an undifferentiated list.
